The cloning of a VM or removing a host (Even if in maintenance mode) from cluster might fail with error "Resource <number> is in use". This happens quite often due to issue with Distributed Switch and its usage.

VM cloning

In case of clone failure remove any NIC from the VM being cloned and the clone operation should succeed. After cloning you can edit the hardware of cloned (Target) VM and again add another new NIC.

Removing host from cluster

In case of host it is required to remove host from distributed switch before it can be removed from cluster. For that first create a standard switch and add one more uplinks to standard switch. For this if required remove one or more uplinks for existing distributed switch for this host. Then migrate the VMkernel adapter from DVS to standard switch. Once there is no dependency of host on DVS, we should be able to remove it from cluster without facing 'resource <n> is in use' type of error.
