If emails are not getting downloaded in outlook:
* Check whether free disk space is available or not
* Check communication between laptop to mail server
* Try to restart outlook application 
* Validate username and password over web login 
* Ensure that "View filters" are not applied
* Try to create custom Send/Receive group for just one folder and see if that folder syncs properly.  Validate local outlook content against what is visible in web login
* Ensure that in send/receive groups refresh time is large enough (Eg 10 min) so that previous sync finishes before new sync is started
* Finally if nothing else works try rebooting the system
